Analysis Report: Full Ban on Penny Stocks' Share Consolidation and Capital Reduction Tricks and Revised Delisting Rules

Market situation summary and analysis

The Korea Exchange has substantially revised its proposed listing rule amendments to stop insolvent penny stock companies with closing prices below one thousand won from using the trick of repeated share consolidations and capital reductions to avoid delisting

Through this, it has shown a strong will to improve the soundness of the domestic stock market by driving the swift and strict removal of marginal companies

Key points of the listing rule amendments

Under the newly applied rules, a company with a history of share consolidation or capital reduction within the past 1 year cannot carry it out again within ninety days of being designated an administrative issue

In addition, even without such a history, if carried out within 90 days, the consolidation or reduction ratio cannot exceed 10:1, and a violation is grounds for immediate delisting

These amendments are scheduled to take full effect from July 1

Implications from an investor's perspective

Investors should be especially careful, as the delisting risk of marginal companies may be maximized due to these stricter rules

As insolvent companies that had survived merely by manipulating their share counts without improving fundamentals are now more likely to be quickly ejected from the market, a conservative investment strategy is essential: thoroughly check the fundamentals of any penny stocks and administrative issues you hold before July, and focus on separating the wheat from the chaff with an emphasis on blue chips
